Full-service gasoline stations offering self-service at a lower cost must require an attendant to dispense gasoline for vehicles displaying disability parking permits or license plates when the permit holder is the operator.

Stations must display a second decal on each self-service pump that is blue, at least 15 square inches, showing the international symbol of accessibility, the station's telephone number, and the words "Call for Assistance."

Department of Agriculture and Consumer Services must confirm compliance with the decal requirement by July 1, 2016 and shall adopt rules to implement and enforce this provision.

State law preempts all local government laws and regulations regarding fueling assistance provision to disabled vehicle operators at self-service gasoline stations.

Retail outlets are not required to provide air or vacuum supply at no charge, and local political subdivisions are preempted from adopting ordinances that regulate pricing of these commodities.

Act takes effect July 1, 2014.
