Amends Florida Statutes section 163.3167 to revise restrictions on initiative and referendum processes regarding local comprehensive plan amendments and map amendments.

Prohibits initiative and referendum processes for local comprehensive plan amendments or map amendments, except when expressly authorized by specific charter language that was lawful and in effect on June 1, 2011.

Allows initiative and referendum processes only for amendments affecting more than five parcels of land and only if authorized by specific local government charter language, not general charter provisions.

Declares the prohibition on initiative and referendum remedial in nature and applies it retroactively to any initiative or referendum process commenced after June 1, 2011, voiding any such processes already commenced or completed.

Takes effect upon becoming law.
