Defines "sexual orientation change therapy" as therapy seeking to change a person's sexual orientation, including efforts to change behaviors, gender identity, gender expressions, or reduce sexual or romantic attractions toward same-gender persons

Prohibits licensed physicians (Chapter 458), osteopathic physicians (Chapter 459), psychologists (Chapter 490), and mental health counselors (Chapter 491) from providing sexual orientation change therapy to persons under 18 years of age

Exempts from the definition counseling provided to persons seeking gender transition and counseling that provides acceptance, support, and identity exploration including sexual orientation-neutral interventions to prevent unlawful conduct or unsafe sexual practices

Creates identical statutory provisions (458.3166, 459.032, 490.0142, and 491.0142) applying the prohibition across all four licensed healthcare professions

Takes effect July 1, 2014
