Urges Congress to authorize a prorated reduction of all federal taxes to compensate for services reduced or discontinued during a federal government shutdown.

Cites the 2013 Federal Government shutdown that furloughed 800,000 government employees and negatively impacted businesses and citizens dependent on government services and programs.

Asserts that taxpayers should not be required to pay federal taxes while the government is unable to provide needed services and that tax payments should resume only after budget impasses are resolved.

Directs that federal taxes due during any future shutdown should be prorated to account for the shutdown period.

Requires copies of the memorial be sent to the President, Senate President, House Speaker, and all members of the Florida congressional delegation.
