Creates section 11.52 requiring the Office of Program Policy Analysis and Government Accountability to prepare racial and ethnic impact statements upon request of a legislator for proposed legislation or constitutional amendments, describing anticipated effects on minority persons and criminal offender populations.

Defines "minority person" to include African Americans, Hispanic Americans, Asian Americans, Native Americans (with proper documentation), and American women.

Requires racial and ethnic impact statements for constitutional amendments to be filed with the Secretary of State by the 99th day before election, with a public hearing by the 95th day and certification by the 90th day, with statements made available to the public.

Amends ballot requirements to include prepared racial and ethnic impact statements following the ballot summary when such a statement has been requested and prepared.

Creates section 120.90 requiring state agencies that award grants to include racial and ethnic impact statements in grant applications, describing disproportionate effects on minority persons, rationale for affected policies, and evidence of consultation with minority representatives; Department of Management Services must create and distribute a standard form for this purpose.
