Amends Florida Statutes section 380.06 to modify exemptions for developments of regional impact in dense urban land areas by deleting one exemption and adding one new exemption.

Deletes the exemption for proposed developments within counties with 900,000+ population that have 1,000+ people per square mile but lack an urban service area.

Adds exemption for proposed developments within counties with 1 million+ population that are located within an urban service area adopted into the comprehensive plan.

Requires the Office of Economic and Demographic Research to annually calculate population and density criteria using decennial census data and the latest available population estimates to determine qualifying jurisdictions.

Takes effect July 1, 2014.
