Amends Florida Statutes section 1009.21 to add a new category of nonresident persons exempt from paying nonresident tuition at state universities and Florida College System institutions.

Effective beginning with the 2014 summer term, persons who are not nonimmigrant aliens and meet all four criteria qualify for resident tuition status.

Requires attendance at a Florida high school for at least 3 consecutive or nonconsecutive school years and graduation from a Florida high school or attainment of a high school equivalency diploma.

Requires registration as an entering student or current enrollment at a state university or Florida College System institution.

Requires persons without lawful immigration status to file an affidavit stating they have filed or will file an application to legalize their immigration status as soon as eligible.
