• Decreases the subdistrict average occupancy rate goal from 92 percent to 94 percent in the nursing-home-bed-need methodology.

• Allows applicants to aggregate nursing bed need from geographically contiguous subdistricts and requires the proposed facility to be located in the subdistrict with greater need when aggregating from two subdistricts.

• Provides a positive application factor for applicants who voluntarily relinquish licensed nursing home beds in areas with no calculated need.

• Designates replacement of nursing homes and relocation of beds to another facility or new facility as expedited review projects under certain circumstances.

• Caps approval of new community nursing home beds at 3,750 statewide from July 1, 2014, to June 30, 2017, and repeals the previous moratorium on community nursing home bed approvals.
