Amends Section 386.209 of Florida Statutes to allow municipalities and counties to restrict smoking in playground areas that they own, despite the state's general preemption of smoking regulation.

Restricts playground smoking bans to areas clearly marked with "No Smoking" signs and defines "playground" as municipally or county-owned property designated solely for children with one or more playground structures.

Requires law enforcement officers to first direct violators to stop smoking and advise them of penalties before issuing a citation, and to ask the person to leave the premises before issuing a civil citation.

Permits civil citations for violations, punishable according to Section 386.208, if a person refuses to leave the premises after being directed to do so.

Takes effect July 1, 2014.
