• Renames the "Orlando-Orange County Expressway Authority" to the "Central Florida Expressway Authority" and expands its geographic service area to include Orange, Seminole, Lake, and Osceola Counties.

• Restructures the authority's governing board from 11 to 5 members with revised appointment procedures; establishes ethics requirements including annual conflict-of-interest disclosures, ethics training, and a formal code of ethics process.

• Reduces the maximum term for lease-purchase agreements with the Department of Transportation from 99 years to 40 years and prohibits new lease-purchase agreements unless needed for bond refunding issued before July 1, 2012.

• Requires Secretary of Transportation consent before constructing extensions or improvements in Lake County; removes municipal route approval requirements and expands small and minority-owned business contracting opportunities.
