Amends section 1003.03, Florida Statutes to revise how school districts calculate class size categorical allocation reductions when maximum class size requirements are not met.

Changes the calculation method to determine FTE students exceeding maximum class size at the school average rather than individual class level for each grade group.

For fiscal years 2010-2011 through 2013-2014, reduces district class size categorical allocation by 50 percent of the base student allocation adjusted by district cost differential; beginning 2014-2015, reduces by the full base student allocation adjusted by district cost differential.

Requires the department to identify classes exceeding maximum class size based on October student membership survey data and calculate total reductions across all three grade groups.

Effective July 1, 2014.
