Establishes ethics requirements for expressway authority board members and executive directors, including prohibitions on lobbying activities, post-employment representation, and conflicts of interest involving business contracts.

Requires ethics officers (served by general counsel) to oversee annual disclosure forms detailing financial relationships, lobbyist relatives, and real property interests within 1/2-mile of authority projects.

Prohibits authority employees and consultants from serving on governing boards while employed or under contract with the authority.

Requires county governing board approval by supermajority vote for toll increases in counties defined under s. 125.011(1), subject to existing bond covenant requirements.

Applies ethics and governance reforms to Tampa-Hillsborough, Orlando-Orange, and Osceola County Expressway Authorities; takes effect July 1, 2014.
