School districts must retrofit doors and windows in classrooms, offices, and student-occupied rooms to comply with Florida Building Code section 423.13, effective July 1, 2014, with completion required by June 30, 2018.

Retrofit requirements include doors lockable from inside without blocking exit, bullet-resistant lock mechanisms, door windows secured to prevent access through breakage, and windows that are bullet-resistant or meet hurricane resistance standards.

School districts may fund retrofitting through capital outlay millage levy of up to 1.5 mills against taxable value for maintenance, renovation, and repair of existing school plants or leased facilities.

State universities and Florida College System institutions must use capital outlay funds to retrofit existing doors and windows in classrooms, offices, and student-occupied rooms to the same standards by June 30, 2018.

Bill takes effect July 1, 2014.
