Creates "Ticket for the Cure," a special instant scratch-off lottery game running from January 1, 2015 through December 31, 2020, with net revenues dedicated to breast cancer research and services.

Defines "net revenue" as total ticket sales minus prize payouts and actual Department of Lottery administrative expenses solely related to the game.

Prohibits use of funds for institutional, organizational, or community-based overhead costs, indirect costs, or levies.

Requires equitable apportionment of net revenues to state universities with medical research facilities to fund breast cancer research and services for low-income, uninsured breast cancer victims.

Takes effect July 1, 2014.
