Creates a public records exemption for individual identifying information contained in Point-In-Time Count and Survey data or Homeless Management Information System databases collected under federal law (42 U.S.C. chapter 119, subchapter IV, and 24 C.F.R. part 91).

Defines "individual identifying information" as information that directly or indirectly identifies a person, can be manipulated to identify a person, or can be linked with other available information to identify a person.

Allows aggregate information from homelessness surveys and databases to be released publicly if it does not disclose individual identifying information.

Exemption applies retroactively to information held before, on, or after the effective date of the law.

Subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2019, unless the legislature reenacts it.
