Expands payment methods for labor pools to compensate day laborers through cash, negotiable instruments, payroll debit cards, or electronic funds transfer to a financial institution designated by the worker.

Requires labor pools to notify day laborers before the first pay period of the payment method the pool intends to use and authorize workers to elect not to be paid by payroll debit card or electronic funds transfer.

Mandates that if a labor pool uses payroll debit cards, it must offer workers the option of electronic funds transfer and provide a list of nearby businesses where workers can withdraw funds without fees.

Allows labor pools to deliver wage statements electronically upon written request from day laborers, while maintaining existing requirements for itemized statements at each payment and annual earnings summaries by February 1.

Takes effect July 1, 2014.
