Creates section 559.5558 of Florida Statutes to exempt from public records disclosure information collected during investigations and examinations by the Office of Financial Regulation of the Financial Services Commission.

Defines "personal financial and health information" to include consumer income, expenses, debt, financial transactions, assets, liabilities, net worth, health conditions, diseases, injuries, and medical diagnoses or treatment.

Makes exempt information confidential during active investigations but allows disclosure to law enforcement and other administrative agencies; exemption ends when investigation concludes unless disclosure would jeopardize other active investigations, reveal personal identifying information of non-complainants, reveal confidential sources, disclose investigative techniques, or reveal trade secrets.

Allows complainant personal identifying information to be disclosed after investigation completion, but complainant personal financial and health information remains permanently confidential and exempt.

Subjects the exemption to the Open Government Sunset Review Act and requires legislative reenactment by October 2, 2019, to prevent automatic repeal; effective date is contingent on HB 413 or similar legislation becoming law.
