Requires the Florida School for the Deaf and the Blind Board of Trustees to approve legislative budget requests for operations and fixed capital outlay before submission to the Department of Education.

Mandates that the Department of Education include the board-approved budget requests in the department's budget submissions to the State Board of Education, Governor, and Legislature as a separate identifiable sum.

Requires the Department of Education to analyze fixed capital outlay requests for consistency with the school's campus master plan, educational plant survey, and facilities master plan.

Designates a portion of the school as "The Verle Allyn Pope Complex for the Deaf" in tribute to late Senator Verle Allyn Pope.

Effective date: July 1, 2014.
