Requires school district personnel and instructional personnel supervising teacher preparation students in Florida to have "clinical educator" training, a valid professional certificate, at least 3 years of teaching experience in prekindergarten through grade 12, and an effective or highly effective performance rating.

Authorizes school districts beginning July 1, 2014 to assign newly hired instructional personnel to schools that earned a grade of "F" or three consecutive "D" or "F" grades if the individual meets specified qualifications including effective performance ratings, completion of teacher preparation programs, or successful teaching experience.

Revises acceptable means of demonstrating mastery of general knowledge, subject area knowledge, and professional preparation competence by allowing passing scores on national or international examinations effective July 1, 2015 as alternatives to Florida-developed exams.

Establishes components for a competency-based professional development certification program for instructional staff holding temporary certificates, including initial preparation periods, peer mentoring, performance assessments, and required training in state content standards and educator practices.

Authorizes private school organizations and charter school consortiums with at least 10 member schools to develop professional development systems with master plans for inservice activities subject to commissioner approval.

Effective date: July 1, 2014.
