Requires the Diabetes Advisory Council, in conjunction with the Department of Health, Agency for Health Care Administration, and Department of Management Services, to submit biennial reports to the Governor and Legislature by January 10 of each odd-numbered year

Report must include public health consequences and financial impact of diabetes on the state, including numbers of persons with diabetes covered by Medicaid, Division of State Group Insurance, and state agency programs

Report must assess the effectiveness of diabetes programs implemented by each state agency, including funding sources and cost savings realized

Report must describe coordination among state agencies for programs designed to manage, treat, and prevent all types of diabetes

Report must include a detailed action plan for reducing new diabetes cases with proposed action steps, expected outcomes, and benchmarks for prevention and control
