Creates an 11-member discussion forum panel assigned to the Florida Catastrophic Storm Risk Management Center to identify educational topics, emerging issues, and legislative recommendations related to residential property insurance

Panel membership includes the center director (chair), Insurance Consumer Advocate, Commissioner of Insurance Regulation, chief operating officer of the Florida Hurricane Catastrophe Fund, executive directors of Citizens Property Insurance Corporation and Florida Insurance Guaranty Association, three industry experts, and representatives from one large national and one Florida-only property insurer

Requires the center to annually hold a series of discussion forums, including a legislative discussion forum to educate legislators on emerging residential property insurance market issues

Panel members serve without compensation but receive per diem and travel expense reimbursement under Florida Statute 112.061, and may temporarily assign an employee to meetings (limited to two times per calendar year)

Center must submit an annual report by February 1 to the Governor, Cabinet, Senate President, and House Speaker detailing discussion forum proceedings; provides liability immunity for panel members, Florida State University, and its employees
