Eliminates statutes of limitations for civil actions related to sexual battery violations under section 794.011 involving victims under age 16, except for cases already time-barred before July 1, 2010

Eliminates statutes of limitations for civil actions related to lewd and lascivious offenses under section 800.04(4) or (5) involving victims under age 16, with an exception for offenders less than 18 years old who are no more than 4 years older than the victim

Adds new criminal statute of limitations exception allowing prosecution at any time for lewd and lascivious offenses under section 800.04(4) or (5) with victims under 16, except for offenders less than 18 years old who are no more than 4 years older than the victim

Carves out offenders who are minors and no more than 4 years older than the victim from the unlimited statute of limitations provisions in both civil and criminal cases

Takes effect October 1, 2014, with applicability limited to offenses not already barred from prosecution before that date
