Creates section 466.051, Florida Statutes, to make personal identifying information in dental workforce survey responses submitted to the Department of Health confidential and exempt from public records disclosure.

Permits disclosure of survey information only with express written consent of the individual, by court order upon showing of good cause, or to approved research entities under a data-use agreement that prohibits identification of individuals.

Requires research entities seeking survey data to maintain records according to approved protocols, plan for destruction of confidential records after research concludes, and prohibit intrusive follow-back contacts or uses beyond the approved research protocol.

Authorizes the Department of Health to deny research data requests if protocols provide for intrusive contacts, fail to plan for record destruction, are administratively burdensome, or lack scientific merit.

Makes the exemption subject to the Open Government Sunset Review Act and scheduled to expire on October 2, 2019, unless reenacted by the Legislature; takes effect upon becoming law.
