Adds licensed psychologists (Chapter 490) to the list of healthcare providers protected by a 12-month limitation period for health insurers and HMOs to submit overpayment claims, with an exception for fraud cases under section 817.234.

Establishes a 12-month limitation period for licensed psychologists to submit underpayment claims to health insurers and HMOs, after which claims may not be permitted.

Adds licensed psychologists to the list of healthcare providers eligible for direct payment of benefits when an insured authorizes such payment on a health insurance claim form.

Requires health insurance contracts to permit direct payment options to licensed psychologists and prohibits insurers from paying providers more than they would otherwise pay without the assignment of benefits.

Takes effect July 1, 2014.
