Creates new statute requiring physicians to perform autism screening following American Academy of Pediatrics guidelines when parents report symptoms, and refer to appropriate specialists if medically necessary.

Defines "appropriate specialist" as qualified licensed professionals experienced in autism evaluation including psychologists, psychiatrists, neurologists, and developmental/behavioral pediatricians.

Requires health insurers and health maintenance organizations to provide direct patient access (without referral) to appropriate specialists for minimum of 3 visits per policy year for autism screening, evaluation, or diagnosis.

Mandates insurance coverage for autism spectrum disorder treatment including speech therapy, occupational therapy, physical therapy, and applied behavior analysis, with annual limits of $36,000 and lifetime limits of $200,000.

Effective date July 1, 2014; applies to health insurance plans issued or renewed on or after January 1, 2015.
