HB 507 Summary: Youth Smoking Prevention Act

• Increases cigarette surcharge rates effective July 1, 2014: light cigarettes from current rates to 5 cents each, mid-weight cigarettes to 10 cents each, and heavier cigarettes to 20 cents each.

• Increases surcharges on packages with 20 or fewer cigarettes, ranging from $1-$5 depending on cigarette weight and package size (previously $0.50-$4).

• Establishes a fee rollback account within the Highway Safety Operating Trust Fund to reserve $1 per package (larger packages) and 50 cents per package (smaller packages) for potential legislative rollback of previous fee increases from chapter 2009-71, Laws of Florida.

• Directs revenue from fee rollback account to be held in reserve pending Florida Consensus Estimating Conference certification to the Legislative Budget Commission that adequate funds exist to support incremental rollback of previous fee increases.

• Routes all other surcharge revenue to the Health Care Trust Fund within the Agency for Health Care Administration.
