Expands the Florida Cancer Control and Research Advisory Council from 15 to 35 members and changes selection method so the Governor appoints most members instead of institutional representatives.

Requires the council to collaborate with the Florida Biomedical Research Advisory Council to develop and annually review statewide research and treatment plans.

Removes council and state agency duties relating to awarding grants and contracts for cancer programs and eliminates the Florida Cancer Control and Research Fund.

Deletes council responsibilities for developing written summaries of breast and prostate cancer treatment alternatives.

Effective date is July 1, 2014.
