Revises Florida Statutes section 893.13 to prohibit possession of incomplete prescription forms unless the person is the named practitioner, their agent or employee, a pharmacist, or an authorized supplier.

Expands the scope of subparagraph (a)7 prohibition to include possession of incomplete prescription forms, moving it from the first-degree misdemeanor category to the third-degree felony category.

Establishes enhanced criminal penalties where violations of subparagraphs (a)1-7 constitute a first-degree misdemeanor on first offense, and a third-degree felony on second or subsequent violations.

Maintains existing third-degree felony penalties for violations of subparagraphs (a)8-12, which now includes the reorganized incomplete prescription form prohibition.

Effective date: October 1, 2014.
