Authorizes applicants for concealed weapon or firearm licenses to submit applications to appointed tax collectors in addition to the Department of Agriculture and Consumer Services.

Establishes new license fees of up to $70 for new applications and up to $60 for renewals, with tax collectors retaining convenience fees of $22 for new applications and $12 for renewals.

Requires tax collectors seeking appointment to submit written requests to the Division of Licensing and enter into memoranda of understanding; the department may rescind agreements at any time.

Prohibits tax collectors from maintaining records of concealed weapon or firearm licensees and prohibits any person from processing applications for a fee unless appointed by the department; violations are second-degree misdemeanors.

Appropriates $736,608 in recurring and $105,503 in nonrecurring funds from the Division of Licensing Trust Fund and authorizes 11 full-time positions for implementation; effective July 1, 2014.
