Exempts personal identifying information held by the Division of Licensing of the Department of Agriculture and Consumer Services for individuals applying for or holding concealed weapon or firearm licenses from public records requirements under Florida law.

Extends the exemption to personal identifying information held by tax collectors appointed by the Department of Agriculture and Consumer Services to receive concealed carry applications and fees.

Allows disclosure of exempt information only with express written consent of the applicant or licensee, by court order upon showing good cause, or upon request by law enforcement agencies in connection with lawful duties.

Subjects the tax collector information exemption to the Open Government Sunset Review Act and automatic repeal on October 2, 2019, unless the legislature reenacts it.

Takes effect contingent upon the same-day enactment of HB 523 or similar legislation in the same legislative session.
