Authorizes owners and operators of farmers' markets, community farmers' markets, flea markets, and other open-air markets to allow authorized Food and Nutrition Service groups, associations, or third-party organizations to operate electronic benefits transfer systems to accept SNAP benefits on behalf of produce sellers, to the extent allowed by federal law.

Prohibits the authorized organization operating the electronic benefits transfer system from being a competing market and requires market owners or operators to reasonably accommodate implementation and operation of the system.

Does not apply to markets whose owners or operators already have their own electronic benefits transfer system for accepting SNAP benefits.

Does not prohibit individual authorized produce sellers from operating their own electronic benefits transfer systems or require market owners to create and maintain systems on behalf of sellers.

Takes effect July 1, 2014.
