Expands the Commercial Motor Vehicle Review Board from three permanent members to seven total members by adding four appointed members effective October 1, 2014.

Governor appoints fourth member from road construction industry, fifth member from trucking industry, and sixth member with general business or legal background; Commissioner of Agriculture appoints seventh member from agriculture industry.

All appointed members must be registered voters and state citizens with private sector business experience, serving 2-year terms with vacancies filled only for the unexpired balance.

Governor may remove appointed members for misconduct, malfeasance, misfeasance, or nonfeasance in office.

Establishes quorum requirement of four board members for board action and allows board to conduct proceedings through subgroups of one authorized representative per permanent member; appointments must be completed by September 1, 2014.
