Removes the requirement that enforcement of the texting while driving ban must occur only as a secondary action, allowing law enforcement to stop and cite drivers for texting without detecting another violation.

Prohibits operating a motor vehicle while manually typing or entering multiple letters, numbers, symbols, or other characters into a wireless device or while sending or reading data for nonvoice interpersonal communication including texting, e-mailing, and instant messaging.

Provides exemptions for emergency vehicle operators, law enforcement and fire service professionals, emergency medical services professionals, and drivers reporting emergencies or suspicious activity.

Classifies first violations as noncriminal traffic infractions punishable as nonmoving violations; second or subsequent violations within 5 years as moving violations.
