HB 545 - Florida for Life Act

• Establishes legislative findings declaring life begins at fertilization and creates a compelling state interest in protecting unborn human life from conception through birth.

• Prohibits induced abortion for any purpose and criminalizes performing, attempting to perform, or assisting in abortion as a first-degree felony; operating abortion clinics is also a first-degree felony.

• Permits termination of pregnancy only when two physicians certify it is necessary to prevent patient death or serious harm to an already life-threatening disease, with exceptions for medical emergencies.

• Requires voluntary informed written consent for any termination of pregnancy, with patients receiving information on gestational age, medical risks, adoption alternatives, and access to volunteer legal services for adoption.

• Restricts state and federal funding for health insurance plans offered through exchanges from covering induced abortion, except in cases of rape, incest, or life-endangering conditions; requires fetal remains disposal per health standards.
