Authorizes the Department of the Lottery to create a program allowing persons 18 years of age or older to purchase lottery tickets using unmanned point-of-sale terminals or devices.

Permits the department, approved vendors, and retailers to operate unmanned point-of-sale terminals that accept credit, debit, or charge cards for lottery purchases without retailer assistance.

Requires unmanned terminals to verify age using department-approved verification processes or driver license/identification card swiping before executing transactions.

Prohibits unmanned terminals from dispensing coins or currency for prize redemption and from using video reels, mechanical reels, or video depictions of slot machine or casino game themes during gameplay.

Allows unmanned terminals to be electronically deactivated for 5 minutes or longer and must process all transactions through department-certified or approved technology platforms.
