Amends the Florida Bright Futures Scholarship Program to require students applying for Florida Academic Scholars, Florida Medallion Scholars, or Florida Gold Seal Vocational Scholars awards to complete volunteer community service work as a prerequisite.

Requires students to identify a social or civic issue or professional area of interest and develop a plan for personal involvement in addressing the issue or learning about the area.

Sets minimum volunteer service hours: 75 hours for Academic and Medallion Scholars graduating in 2010-2011 and beyond, 100 hours for Academic Scholars graduating in 2011-2012 and beyond, and 30 hours for Gold Seal Vocational Scholars graduating in 2011-2012 and beyond.

Prohibits students from receiving remuneration or academic credit for volunteer service work, which may include business/government internships, nonprofit organization work, or political campaign activities.

Requires volunteer service hours to be documented in writing and signed by the student, parent or guardian, and a representative of the organization where the service was performed; effective July 1, 2014.
