Urges Congress to delay implementation of the Biggert-Waters Flood Insurance Reform Act of 2012 until the Federal Emergency Management Agency completes its required economic impact study.

Requests elimination of any requirement to immediately increase property owners' National Flood Insurance Program premiums to full-risk rates.

Expresses Florida Legislature's concern that the Biggert-Waters Act will cause overwhelming flood insurance rate increases for homeowners, reduce real estate sales, deteriorate home values, and harm Florida's economy.

Directs the memorial to be sent to the President of the United States, President of the Senate, Speaker of the House, and each member of the Florida congressional delegation.
