• Revises notice requirements for code enforcement violations to allow certified mail without return receipt at local government's option, or posting if mail is not signed within 30 days

• Authorizes use of electronic certificates of exemption, site plans, and building permits, which must remain open to inspection by building officials

• Requires application for public swimming pool operating permit before filing building permit application and prohibits issuance of certificate of occupancy until operating permit is issued

• Establishes inspection criteria for manufactured buildings requiring observation of first unit built, then at least 75 percent of subsequent modules and their subsystems

• Creates new section 553.883 authorizing smoke alarms in residential dwellings powered by 10-year nonremovable batteries, effective January 1, 2015

• Revises building energy-efficiency rating system definition to require consistency with national standards for new and existing construction with specified professional oversight

• Modifies Fire Code Interpretation Committee procedures to allow alternate members to respond without requiring notification from primary members
