• Establishes a 19-member Council on the Social Status of Black Men and Boys within the Department of Legal Affairs with members appointed by the Governor, legislative leaders, and state agency heads.

• Adds removal criteria for council members: automatic vacancy after three consecutive unexcused absences or absence from at least 50 percent of council meetings within a 12-month period.

• Expands council duties to identify initiatives and programs supporting its mission, study topics directed by the Legislature or council chair, and conduct research using appropriated funds.

• Authorizes the council to host an annual statewide conference to present findings and strategic issues, with reimbursement for per diem and travel expenses for presenters from appropriated funds.

• Repeals the requirement that the Department of Legal Affairs establish a direct-support organization and takes effect July 1, 2014.
