Department of Environmental Protection shall conduct a comprehensive study in coordination with the Department of Agriculture and Consumer Services and five water management districts on expanding beneficial use of reclaimed water, stormwater, and excess surface water.

Report must identify barriers to expansion and recommend solutions; identify measures for efficient use; evaluate environmental, engineering, public health, perception, and fiscal constraints; identify areas with limited traditional water supplies; recommend permit incentives for entities substituting reclaimed water; and determine feasibility and costs of regional storage infrastructure.

Departments must hold at least two public meetings to gather input on study design and provide opportunity for public comment before submitting the report.

Report shall be submitted to the Governor, President of the Senate, and Speaker of the House no later than December 1, 2015.

Act takes effect July 1, 2014.
