Florida applies to Congress under Article V of the U.S. Constitution to call a constitutional convention limited to proposing a balanced federal budget amendment.

The amendment would require that total federal appropriations not exceed total estimated federal revenues for any fiscal year, except in cases of national emergency, and includes related fiscal restraints.

This application consolidates Florida's previous balanced budget applications and aligns with 19 other states (Alabama, Alaska, Arkansas, Colorado, Delaware, Indiana, Iowa, Kansas, Maryland, Michigan, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, Ohio, Pennsylvania, and Texas).

The application will be aggregated with other states' balanced budget applications to reach the two-thirds threshold of states required to call a constitutional convention, but cannot be combined with applications on different subjects.

Copies of the memorial shall be sent to the President, Senate President, House Speaker, and all members of the Florida congressional delegation.
