Renames the "Division of Insurance Agents" to "Division of Insurance Agent Agents and Agency Services" and updates related terminology throughout insurance code.

Requires each insurance agency location to designate a licensed agent in charge and file their information with the department; agent in charge is accountable for misconduct and violations committed by supervisees; licenses expire if a replacement agent is not designated within 90 days.

Prohibits new limited customer representative licenses effective October 1, 2014, and defines "unaffiliated insurance agent" as a self-appointed licensed agent providing independent consulting services for a fee without affiliation with insurers or agencies.

Automatically converts registered insurance agency registrations to insurance agency licenses effective October 1, 2015, and allows branch agencies to operate without separate licenses if they share the same name, federal tax ID, and have a designated agent in charge.

Requires insurance agents recommending surrender of annuity or life insurance policies to provide specified disclosures regarding surrender charges, interest rate guarantees, tax consequences, and forfeited benefits before execution of surrender.
