Designates the sheriff, tax collector, property appraiser, supervisor of elections, and clerk of the circuit court as the "legislative body" for collective bargaining purposes with their respective employees.

Makes the board of county commissioners the legislative body for resolving wage-related impasses with county constitutional officers.

Requires the board of county commissioners to provide supplemental funds to constitutional officers when impasse resolutions result in wage increases beyond the officer's final offer, with minimum funding to maintain previous staffing levels.

Allows constitutional officers to apply to circuit court for enforcement if the county fails to provide required supplemental funds.

Defines "wages" as base salary or base salary adjustments for bargaining unit employees and takes effect July 1, 2014.
