Requires the clerk of the value adjustment board and property appraiser to have available and distribute forms prescribed by the Department of Revenue for filing petitions.

Authorizes owners of multiple items of tangible personal property to file a single joint petition with the value adjustment board if the property appraiser determines them to be substantially similar in nature.

Allows individuals, agents, or legal entities with written authorization from taxpayers to serve as agents for obtaining personal jurisdiction in value adjustment board proceedings, including any appeals.

Requires the property appraiser to include the property record card in the evidence list provided to petitioners at least 7 days before the hearing if requested.

Revises rescheduling procedures to permit the board or its designee to deny a rescheduling request if the hearing has been twice previously rescheduled at the petitioner's request, and allows petitioners to leave after 2 hours if their hearing has not commenced.

Takes effect July 1, 2014.
