Amends section 112.324, Florida Statutes to authorize the Commission on Ethics or individual commission members to refer possible ethics violations for investigation.

Adds the Commission on Ethics and its members to the list of entities that can initiate investigations, joining the Governor, Department of Law Enforcement, state attorneys, and United States Attorneys.

Requires at least six members of the commission to determine that a referral is sufficient to indicate a violation before an investigation can proceed.

Mandates that the alleged violator receive written notice within 5 days after a complaint is received or the commission determines a referral is sufficient.

Takes effect July 1, 2014.
