Prohibits county and municipal agencies from inquiring about or considering an applicant's criminal history on initial employment applications.

Allows consideration of criminal history only after an applicant's qualifications are screened and the applicant meets the minimum employment requirements stated in the position notice.

Does not apply to positions where the county or municipality is required by law to conduct a criminal history background check.

Does not require counties or municipalities to conduct criminal history background checks.

Takes effect July 1, 2014.
