Creates public records exemption for informal enforcement actions by the Office of Financial Regulation after investigation is completed or ceases to be active, with disclosure allowed only to the extent necessary to protect other investigations, financial institution safety, personal information, confidential sources, individual reputation/safety, or investigative techniques.

Creates public records exemption for trade secrets held by the Office of Financial Regulation that comply with Florida Statutes section 655.0591 and relate to financial institution oversight duties.

Establishes criminal penalties for willful disclosure of information made confidential under these exemptions, making violation a third-degree felony punishable under sections 775.082, 775.083, or 775.084.

Subjects both exemptions to the Open Government Sunset Review Act with repeal scheduled for October 2, 2019, unless the Legislature reenacts them.

Effective date is contingent on companion bill HB 673 or similar legislation being adopted in the same legislative session and becoming law.
