HB 681 - Reinventing Our Schools Act

• Reduces maximum discretionary capital outlay millage that school boards may levy from 1.75 mills to 1.5 mills against taxable value for district schools and charter schools.

• Adjusts the additional millage available for critical fixed capital outlay needs from a combined maximum of 2 mills to 1.75 mills (reducing the supplemental allowance from 0.25 mills paired with 1.75 mills to 0.25 mills paired with 1.5 mills).

• Modifies language in capital outlay requirements to use "must" instead of "shall" in multiple sections governing school district construction project criteria, bidding timelines, and funding restrictions.

• Updates references to the nonvoted millage levy from 1.75 mills to 1.5 mills throughout sections governing the Special Facility Construction Account and High Growth District Capital Outlay Assistance Grant Program.

• Becomes effective July 1, 2014.
