Amends Hillsborough County's Civil Service Act to allow county agencies and authorities to opt out of or opt into provisions regulating personnel functions during designated election periods.

Agencies that opt out of civil service personnel functions may contract with the Civil Service Board to continue receiving those services on a nonregulatory basis at their discretion.

Initial election period for opt-out/opt-in decisions runs from July 1-31, 2014, with implementation effective October 1, 2014; subsequent elections occur December 1-31 annually with implementation on the first day of the next fiscal year.

Commission must appropriate to the Civil Service Board not less than 0.65% of classified personnel payroll annually, minus costs of services agencies have opted out of, and must consider costs of contracted services when determining appropriations.

Effective date is July 1, 2014.
