Creates the Urban Infill and Redevelopment Assistance Grant Program administered by the Department of Economic Opportunity for counties and municipalities with eligible urban infill and redevelopment areas.

Allocates general revenue as follows: 30% for planning grants to develop urban infill plans, 60% for fifty/fifty matching grants for implementing projects, and 10% for outright grants for projects under $50,000 (with a 20% annual cap on outright grants).

Allows the Department of Economic Opportunity to transfer unused funds between grant categories when applications in one category are insufficient, prioritizing the category with the highest value of eligible unfunded applications.

Provides elevated priority in grant scoring for projects that create employment for temporary cash assistance clients and projects within designated community redevelopment areas, Florida Main Street programs, enterprise zones, and similar designated areas.

Effective July 1, 2014; amends cross-references in sections 163.065, 163.2511, and 163.2514 to reflect the new grant program statute.
